Themes of pre-eclampsia and eclampsia-related care access and quality in Ethiopia aligned the Three Delays model—deciding to seek care, reaching care, and receiving care once at a facility. Delays in seeking care involve women’s decision-making power for care seeking and awareness, by them and by their communities, of maternal health and complications. Delays in reaching care comprise access barriers and provider knowledge of maternal complications, prevention, and management. Delays in receiving quality care include its actual provision, the experience of care, supply chain process, bottlenecks, and persisting gaps in policy and programming.
